	Housing data showed that searching for homes for sale by owner in the U.S. has become more difficult. According to housing market analysts, the confusing procedures involved in short sales and foreclosures have discouraged a lot of property owners to personally take on the challenge of selling their own houses.</p>
<p>
	According to statistics released by the National Association of Realtors, FSBO or houses for sale by owners only accounted for nine percent of the total residential sales in 2010. The decline, realtors have reported, started in 2003 and has not shown any improvement since then. Prior to 2003, FSBO accounts for an average of 14% of total residential property sales in the U.S.</p>
<p>
	In Northern Nevada, FSBO properties are not as closely monitored as in other regions, but local realtors have estimated that the figures have also declined and they believe that the drop is even bigger in Nevada. Local property agents have reported that buyers searching for homes for sale by owner have had no luck in the state. They also stated that they have not seen FSBO signs in properties in years.</p>
<p>
	Realtors have cited the last week of November 2010 as an example of how far FSBO numbers have declined in Nevada. During that time, only around 75 FSBO properties were listed in the combined listings of Carson, Sparks and Reno. The figure is against over 2,000 residential properties offered for sale in the areas of Sparks and Reno alone.</p>
<p>
	Most industry analysts agree that the drop in FSBO figures has something to do with the confusing procedures involved in selling houses at the current condition of the market. For one, FSBO cannot be offered through short sales. The latter accounts for around 30% of total residential sales in the Sparks-Reno housing market, while the other 30% is accounted for by foreclosures. This leaves FSBO a 40% window for which they can get share of the market.</p>
<p>
	However, realtors report that not a lot of sellers will go for an FSBO since rules seemed to change every week and sellers find it hard to keep up. Buyers who are searching for homes for sale by owner have also been discouraged by the fact that these transactions often do not reach closing stages.</p>

	The week ended December 10, 2010 showed a drop in the number of mortgage loan applications and mortgage refinancing requests in the U.S. According to the Mortgage Bankers Association (MBA), applications for loans were down by 2.3% during the week. Last week, overall mortgage activity declined by 0.9% in the whole country.</p>
<p>
	For refinancing requests, the volume recorded a decline of 0.7% during the week ended December 10 compared with the previous seven-day period. According to MBA, this marks the fifth week in a row that refinancing activities have plummeted. Last week&#39;s refinancing activity drop was at 1.4%.</p>
<p>
	In terms of applications for home purchasing loans, seasonally adjusted figures showed a decrease of 5% for the latest week. The decrease follows a rise of 1.8% recorded in the previous week. The purchase index of the MBA showed a 16.6% decline when compared with the same week of 2009.</p>
<p>
	The data presented by the association also showed that out of the total number of mortgage loan applications recorded during the week in focus, over 76% were for mortgage refinancing. The figure is a bit higher than the previous week, wherein 75.2% of total applications for loans were for refinancing already existing loan mortgages.</p>
<p>
	Mortgage industry experts have stated that the decline in mortgage loan activities was mainly due to the rise in mortgage loan rates. During the December 10 week, rates for 30-year mortgages climbed to an average of 4.84% from a rate of 4.66% recorded a week earlier. The current rate is the highest recorded since the early part of May 2010 and marks the fifth week in a row that mortgage loan rates have climbed. However, most industry experts still consider the current rate as nearer to an all-time low.</p>
<p>
	Meanwhile, some home builders have reported increased home buying activities despite the rise in rates and declining mortgage activities. According to them, a number of home buyers are probably thinking that now would be a good time to buy since rates will likely increase further in the coming weeks.</p>
<p>
	They also expect people seeking mortgage refinancing to take advantage of the current rates before they increase further. After all, industry experts have stated, they cannot wait interminably in the hope of further rate decreases.</p>

Local realtors have reported that sales of new houses in the area have increased compared with last year, although the increase is only minimal.</p>

	Realtors are taking advantage of the small improvement in the market by upgrading their offerings to convince those who remain on the sidelines to invest in homeownership. They added that there are buyers with the means to make a purchase out there, but it is up to the agent or broker to convince them to take the plunge.</p>

	Toll Brothers, Inc., a home builder based in Horsham, Pennsylvania, was able to cut down its losses in 2010, thanks mainly to profits gained during the fiscal year&#39;s fourth quarter. The strong performance of the firm during the fiscal fourth quarter was largely due to the tax credit it gained and the reduction in its land holding writedowns.</p>
<p>
	The company posted total net income of over $50 million during the fiscal quarter which is equivalent to 30 cents per diluted share. This is much better when compared with the same quarter of last year when the firm recorded losses amounting to $114.8 million which translates to 68 cents per share.</p>
<p>
	The quarter saw the company gaining a tax benefit with net worth of $59.9 million. Toll Brothers had a tax benefit worth $4.7 million in the 2009 fourth quarter. The company posted gains in several areas, but revenues still fell to $402.6 million. This represents a 19% decline when compared with last year&#39;s fourth quarter revenue of $486.6.</p>
<p>
	The home builder was able to sell 700 residences during the current year&#39;s fourth quarter. The figure is 17% lower than last year&#39;s fourth quarter when the company was able to sell a total of 860 residences. Net loss of Toll Brothers for the current year is pegged at $3.4 million which is equivalent to two cents per share. Last year, it posted net losses of $755.8 million equivalent to $4.68 per share.</p>
<p>
	Based on these figures, real estate experts have stated that the company has performed very well in the current year, especially with consumer confidence at an all time low and unemployment at record high. The company also posted good showings in several other business areas, including land ownership. Toll had 34,000 real estate lots purchased against 31,900 unloaded for 2010. This is the first time within a four-year period that the builder purchased more than it unloaded.</p>
<p>
	After four years of trying times, the residential property builder is also predicting that the number of residential communities where it sells homes will grow by the coming fiscal period. As of the end of its current fiscal year, the home builder has a total of 195 house-selling communities.</p>

	Officials of the Abington Township in Pennsylvania and local realtors are debating whether homes inspections services are to be required from homeowners who are about to sell their homes. A proposal has been put forward by town officials to have a township staff conducts an inspection of the homes about to be sold.</p>
<p>
	Under the current procedure, realtors and home sellers are only required to submit a signed affidavit stating that residences for sale have the required carbon monoxide and smoke detectors and that house numbers are big enough to be seen from across the street. An ordinance has been proposed by township administrators to require an inspector to visit the place and confirm that such requirements are satisfied.</p>
<p>
	For the part of local officials, the requirement is necessary since it will help improve public safety. However, realtors have argued that it is not needed and that affidavits are sufficient to cover these concerns. They asserted that an affidavit proves that such requirements are fulfilled and that there will be no need for town-mandated homes inspections services.</p>
<p>
	Any home seller who states otherwise in an affidavit will be committing perjury and realtors believe that no homeowner will be foolish enough to believe that saving a few dollars will be worth getting charged with a criminal act. 	For sellers of houses for sale by owner or FSBO properties in the San Bernardino Mountains, California, the month of October was not a good one as values of properties declined when compared with year-ago levels. 	The three communities had a home value decline ranging from eight to 23% during October 2010. One area that experienced improved home values however, was Big Bear Lake. The incorporate city of San Bernardino posted a 10% rise in property value for the month compared with a year ago.</p>

	Analysts believe that the contrast between other communities and Big Bear Lake&#39;s home value experiences has something to do with the supply-demand concept. According to them, most home buyers have stated that they prefer to purchase homes at Big Bear Lake rather than Big Bear City or any other community in the Mountains.</p>

	Sellers of houses for sale by owner in the area of Big Bear Lake have also benefited from the rise in property values. According to them, most buyers prefer to have vacation houses in the area because of the ski resorts there. An estimated 75% of owners in the region have vacation dwellings at Big Bear Lake and more vacation homes are being sold which helps bring the prices of residential properties down.</p>
<p>
	However, a number of housing analysts have asserted that home value figures at the Lake might be misleading. According to them, median prices of houses might be lower than the reported level since most of the houses sold in the area are high-end, which means that price data is being skewed because total amount is being used as gauge instead of the number of sales.</p>
